Photopho copies the photos and videos on your phone to your laptop over a data cable or the same Wi-Fi. Then, if you want, it deletes from the phone only what is proven safe on the laptop.

Your photos go from the phone straight to the laptop and nowhere else. There is no cloud in between.
Open Photopho on both. Your laptop finds the phone on the same Wi-Fi, or over a data cable. Pair once with a short code.
Choose everything, or only what you want. The oldest photos go first, and you can keep recent months on the phone.
Files stream across in small chunks, so even a phone with 4 GB of RAM never struggles with big videos.
Turn it on, and the photos that are safe on the laptop are removed from the phone. The space is yours again.
A photo counts as safe only after the laptop wrote it to disk and its SHA-256 matched the phone's. A partial file deletes nothing.
Same Wi-Fi, a phone hotspot, or a typed address. If your phone does not show up, add it by address.
Plug in a data cable for the fastest route. Android over USB tethering, iPhone over its own cable.
Deleting happens through the system's own Trash or Recently Deleted, with its own confirmation. Off until you turn it on.
No account, no tracking, no upload. The phone serves, the laptop fetches, on your own network.
Photos and videos are streamed in chunks of at most 1 MiB. The gallery loads in pages with small thumbnails.
Photopho says "sent" while a file is travelling and "safe" only when it has been checked. Deleting from the phone is a separate, deliberate choice.
